It's too old. You need a newer version of RPM. Preferably 2.2.x

Yes. Read ftp://ftp.redhat.com/pub/redhat/code/RPM/README for info on upgrading.

The Zircon RPM won't run on stock 3.0.3. It needs Tcl 7.5.
