Alec,
You are correct, it should be mounted as read-only until afer the
fsck. But it never remounted itself as read-write and I am unable to make any
changes to my configuration files. Is there any way to rectify this situation
such as using a boot disk, making the changes and then rebooting? I've tried
a couple of different ideas but none have worked. It's not that big of a deal
as I have the entire system backed up, but it would be nice to upgrade to a
more recent release. Thanks.

That's correct; once the system is booted, it automagically re-mounts
the root partition read-write. The initial read-only mounting is done
so that if you have any file-system corruption, the "fsck" program can
run and correct the problem, assured that nothing will try to change
the disk whilst it is being repaired (thereby screwing it up).
