redhat 4 and anonymous ftp

For some reason, since I installed redhat 4.0, the anonymous ftp is acting a
little odd. I can logon anonymous, and move around and do what I need, BUT,
I cannot see anything, its as if I don't have read privs, yet since I know
where things are, I can still chdir to them.  Its a fresh redhat 4.0
install with
oct17th updates and all the rest of the updates installed from the redhat
errata.
Regular ftp works fine...
Any ideas? Am I supposed to change one of the ftp* files to allow read
access??
The manual says nothing of this sort, and looking at the config files, it
looks
the same as my redhat 3.0.3 machine.
