Just try to use one of the mirrors. I have always found
ftp://linux.ucs.indiana.edu/pub/linux/redhat
fast. You can also try
ftp://ftp.cc.gatech.edu/pub/linux/distributions/redhat
though it's busy during the day. Finally,
ftp://ftp.wilmington.net/linux/redhat
These are not always up to date, but they all have the updates for
teTeX.
