You need to convert them to encapsulated postscript first.  You can
then use the epsfig package to include the eps files in you document. 
(xfig can save to eps files, and xv can convert TIFFs to postscript.) 
You can find a detailed discussion in _The Latex Companion_ by Goossens,
Mittelbach and Samarin.
