Your best bet is probably to put...
Keycode 125 = Meta_L
in your .Xmodmap.
The problem is, of course, that this only apples if you're running X.
If you run on the console often, you have a couple options... modify
the Linux keymap. See the loadkeys man page and the Keys HOWTO.
It's possible to remap it in Emacs, but a quick browse through the
info files and I can't find it. It's trivial to bin other keys, but
rebinding the meta key probalby is tricky business.
