Are you sure about this? ie, have you verified its behaviour? I'm sure 
sendmail switched euid to that of the user _before_ performing writes. 
This stops quota being circumvented. My setup has a quota on /var/ and 
I've definitely seen mail to me bounce once I have exceeded my soft quota 
too long.
