ControlPanel broken?

On whatever icon in ControlPanel I click, I get:
Error: invalid command name "fork".
Stack trace:

while executing
"fork "

"set childpid [ fork ]..."
(procedure "run_module" line 4)
invoked from within
"run_module 0"
(command bound to event)
Any ideas what's going on? I applied all errata
fixes immediately after upgrade to 4.0 but tools
on the control panel still don't work.
