XFERLOG not Logging!

Unable to get Colgate's "in.ftpd" (wu-ftpd-2.4.2b11-8) to log File
Transfers to its XFERLOG File! Manually created "/var/log/xferlog" with
permissions 640 [root.users] (matching a working Picasso Installation),
but it continues to be an empty file? Standard "/etc/inetd.conf" &
"/etc/ftpaccess" entries:
ftp stream tcp nowait root /usr/sbin/tcpd in.ftpd -l -a
log transfers anonymous,real inbound,outbound
Any ideas as to why in.ftpd is NOT loggin its transfers?
