You need to get the genhdlist program from 

ftp://ftp.redhat.com/pub/redhat/redhat-4.0/i386/misc/src/install/

and run it on your partition, i.e.:

genhdlist /mnt/dosc

(I've never tried it on a dos partition, though.)  The installation will
still complain if you don't have some of the packages listed in the comps
file, but I just ignored these errors.
