Can you log in on the console?

Try (logged in as root!)
  rpm --qf '%{POSTIN}' util-linux | sh -x
and see if it fixes the problem.

If it doesn't, please post with more information: what kind of
system you are trying to telnet *from*, what error messages you
see, etc.  Otherwise we can't be much help.
