Help, my PPP won't stop dialing (RH 4.0)

Subject: Help, my PPP won't stop dialing (RH 4.0)

I managed to get RH 4.0 installed with a minimum of
problems.  The other night I used the network configuration
and modem configuration tools to configure my PPP
connection.  Now, when I reboot Linux, PPP starts
attempting to dial my internet provider immediately.
How do I keep this from happening?  Does it have
something to do with other daemons that are being
brought up by default (I believe sendmail is one of
the installed defaults).

In addition, I can not start the network configuration
tool anymore.  Clicking on it yields some disk activity,
but nothing more.

Ideas?
