pine & mh config files in /etc?

I was just wondering if there is any specific reason why the pine
config file and the MH config files do not have links to /etc --- as
all other config files seem to be either in /etc or at least have links there.
Personally, I'd love to see
/etc/pine.conf -> /usr/lib/pine.conf
/etc/mh -> /usr/lib/mh
