Nope.
You can either re-upgrade (with the --force option) util-linux and NetKit-B,
or you can run this script:
for i in $(rpm -q --whatrequires pamconfig) ; do
rpm --qf '%{POSTIN}' $i | sh -x
done
That's taken from another point in the errata, but it solves the same
problem.

You can lock out non-root users by creating /etc/nologin
When /etc/nologin is in place, its contents are displayed to
everyone trying to log in.
