/dev permissions?

  What should the permissions be for the /dev files?

   I have spent the last four days, trying to rebuild my kernel
just to add PPP and sound support.

   When trying to run PPP I got the misleading message:
"Sorry - PPP not supported in this version".
This forced me to keep rebuilding the kernel.
All I had to do was chmod 666 /dev/cua0 and now it is a
little better:
   a) I can run PPP only as root,
   b) As non-root, I get a message in my /var/log/messages
      saying something like :
       pppd:  ioctl (FTIOS...):  Operation not permitted.
   Which file(s) do I need to give world access to?

   Could have upgrading the dev-2.4.1.i386.rpm, changed
the permissions to be only run accessed by root?

    Thanks, to those who assisted me with the sound and playing
cd problem. The problem was:
   a) I needed to recompile the kernel with proper sound
      configuration,
   b) /dev/cdrom needed to be linked to /dev/hdd,
   c) chmod 666 /dev/hdd.

   I haven't tried yet, but I presume, I will have similar problems
with my printer /dev/lp1. Though surpisingly, my mouse worked
/dev/mouse without changing any permissions.
