It works for me with LaTeX on a 3.0.3 system. I have this in the
preamble of my file:
\documentclass[12pt,letterpaper]{article}
\usepackage[dvips]{epsfig}
And this at the reference point:
\epsfig{file=vcc.dataflow.eps}
