when you connect to ftp.redhat.com via an FTP tool, you can type in
"site exec rpm -qip some_unknown_package-1.2.3-4.XXX.rpm" and it will
(should anyway) list you what the package is about.
tells you what is the description / listing / contents of the package,
so you can decide whether you want to spend the resources to download it
or not.
