color ls broken after 4.0 upgrade

it was working before the upgrade
now it neither works on the consoles or in color xterms
rpm says that color-ls is installed
there is no mention of color-ls in the upgrade log
running /usr/bin/color-ls doesn't work either, I
just get an ordinary display
