rpm with RPMOPTS set to -m386?

Since so many of the .src.rpm's compile using the RPMOPTS variable and rpm
2.2.7 is compiled to set it to '-O2 -m486 -fno-strength-reduce', what is
necessary to recompile the rpm sources so that it has a -m386 flag? This
is under RH4.0+patches. Does the .src.rpm have everything or are there
unique libs that are required.
