How do I access Internet with Linux?

I have a dual-boot AMD486-120 with 20 Megs of Ram.  On one side I have
Redhat 3.0.3 (not upgraded).  On the other side I have Dos 6.22 and Win
3.1.
Under windows, I have Trumpet Winsock and Netscape for Win16.  I have
already downloaded Netscape for Linux, but what utility should I use to
give me a PPP connection over a modem line and where can I get that
utility?
