Services Problem with 4.0

Hi Guys,
	Well, I've got 4.0 installed and most everything seems fine
and the install, a clean one, went very smoothly, including all
30 some upgrades. 
Now my problem, for some reason I can only use the services such as
ftp. telnet, RedBarron etc as ROOT. I know I should know this one, 
but just can't seem to remember what it is. 
I have (2) machines on a simple network using IP-masquerade. The 
one machine, with 3.0.3 works fine, but the one with 4.0 only lets 
me use the services as ROOT.

Any idea's or suggestions please,
