The file which controls this is 8.9.1 is /etc/mail/access.
Here's a few lines from mine...
# rejects specific email addresses
big31d@worldnet.att.net 550 We reject all spam!
# rejects specific IP's
130.226.186.6 550 We reject all spam!
# rejects specific domains with a more inventive message!
intergate.bc.ca 550 We hate spammers! Die spammers, die!
My access file is pretty big now but I've included some of the more
important spam holes as I've gone along.
