In setting up ppp, "allow users to start/stop ppp" is an option you can enable
if you use the linuxconf tool.

You have obviously not been reading this list very long!
If you ever connect to the internet (I heard you say ppp), then the whole
world is on your network, and you might come to regret it if you ignore
security.
