Running fdisk from rescue floppy

Please pardon my newbie question, but I have been trying to run fdisk from
the rescue floppies without success.  When I specify a drive, I get an
"unable to open device" error (or wording to that effect) after typing
"fdisk /dev/hd0" or "fdisk hd0", which makes sense since there is nothing
in the dev directory.  Can someone explain to me how I should go about
specifying the target device when running from a floppy?  Thanks for any help.
