I've never actually tried it, but you can probably do this with
Midnight Commander. If you hit <enter> on an rpm file, it will show you
the contents of the file. I suspect that you can use that to copy a
file out of the rpm into the other pane of mc. It appears to treat an
rpm file just like a file system.
Of course, this is different from using rpm to install/upgrade a
package, so you won't get any rpm benefits from doing it. But I imagine
it can be useful.
