Check a little further in the fvwm2rc.modules.m4 there is a line:
*FvwmButtons(NUM_DESKTOPS`'x1,Swallow "FvwmPager" "FvwmPager 0 decr(NUM_DESKTOPS)")
Copy this file to your home directory as '.fvwm2rc.modules' and
comment this one out, and the pager should go away. Haven't tested it
but should work.
Then just logout and backin, no need to reboot this is just the window manager
AnotherLevel.
