If you want to send mail from one machine to another on your network, you
will need an SMTP daemon like sendmail.
If all users' mail will reside on one machine, then they will need to
telnet in and use pine, elm, mutt, mail, or some other Mail User Agent
(MUA) or they will need a POP3 or IMAP client on their own machine to
retreive mail from the server. The server would then need to run a POP3 or
IMAP daemon.
Procmail will be needed if you run sendmail. Sendmail accepts incoming
mail, and procmail puts it in the user's mailbox.
Fetchmail is only needed to retrieve mail from a remote server for delivery
to a local user's mailbox. If your network is enclosed, you will probably
not need fetchmail.
