The machine who's IP you are using as a gateway device is not letting
telnet and POP traffic be forwarded through itself.  

If this machine is running IPFWADM, then it could be anywhere.  Check the
end of /etc/rc.d/rc.local and see what scripts are called.  One of then is
the cause.
