Like most Microsoft products, Outlook Express uses a proprietary file
format. If you can find a tool to convert the files to Eudora format, they
will be readable by many other mail clients. Eudora uses a standard mailbox
format that's readable by elm, pine, Netscape, and many others. After the
conversion, you can just transfer the files to your Linux box (copy, FTP,
etc).

There's a web site that does conversions of mail and address books. The URL
