Well, yes. You'll likely need the monitor during setup and initial
testing though.

On the print server, yes. But that depends. If you want to use 
printtool to setup the printer capabilities on the server machine,
you'll need X for that since printtool is an X app.

Look at the Printing-Howto and the printcap man page.
