wu-ftpd timing out...

I have a wireless modem connection to the internet using RH 5.2, and noticed
that it's a little slower to send an ack back to some servers than others.
Particularly, I notice that doing FTP over this modem, I practically never
establish a connection.
By default, does wu-ftpd and other UNIX FTP servers drop the connection from
a slow ack, thinking it might be an attack? I've observed I can get through
to Microsoft FTP servers fine, but UNIX servers, wu-ftpd, Pro-FTPD, etc.
seem to timeout in sending me a reponse back. Or sometimes I get a response
back in 3 minutes. What can I do on the client end or on the server end?
