rpm broken?

I recently upgraded to RH 5.1. I tried running rpm for the first time
since the upgrade and got this:
1011 ~:$ rpm -U knews*
failed to open //var/lib/rpm/packages.rpm
error: cannot open //var/lib/rpm/packages.rpm
Notice the // in the path. /var/lib/rpm/packages.rpm *does* exist.
What's up?
