FTP/TELNET server help, or point me in the right direction

I have a new Linux box that for some reason does not allow me to FTP or =
TELNET into it.  I can ftp/telnet out of it just fine ( even to the box =
itself ).  I am not sure if this is a FTP/TELNET setup issue or a TCP/IP =
issue.  Any help would be appreciated.
