You can fix this by going to the properties for 'File and
Printer sharing for MS Networks' and setting 'LM Announce' 
to 'Yes'.  Without this set, Win95 really needs an NT server
to hold its hand.  It also helps if you set the properties of
the MS Network Client to 'Quick Logon'.  I set up small
peer-to-peer Win95 networks for our 12 regional offices and, 
with those settings in place, it is possible to be at PC A,
working on a file stored on PC B, while someone restarts PC 
B.  Ok, the application on PC A may freeze while B is down
but you can carry on as normal once it's back up.

Before anyone hits me for copying this to the list, it is
often an issue with Samba.  I _know_ several people on the
list use Samba to connect with Win95 machines.
