Thanks for the reply. I have read that FAQ before, and it works if the relay
machine is up and running. I only get the error message on the secondary
server when the main server is down. I know there is something important
missing, just couldn't figure it out. I have read through the bat book, and
lots of other materials.

"Mail loops back to me" is a FAQ re: sendmail. Read the sendmail FAQ
at http://www.sendmail.org. I had it and fixed it!
