You can, sort of.
You can create an IMAGE of the Linux files with mkisofs under
Linux, then transfer that to Windows and burn it in Windows.
Simply amassing the Linux files under Windows and then burning
the image will NOT do it. Filename length, permissions,
ownerships, and depth of nested directories all come to mind
as problems that will ocurr if you do what you want.
If all you want to do is to burn a single, flat, directory,
and do not care what the ownerships are, it will probably
work under Windows. Then again, it might not. Volumes has
been written here on this mailing list about these problems.
For sure, a RedHat installation CD cannot be duplicated under
a Windows CD burner.
