You won't have that problem with GNU/Linux tar.
If you want to use cpio, you also won't have the problem if you use a
cpio format that supports larger inode numbers. Check man cpio
under --format=format and -H format.
It is possible the problem is due to your destination filesystem
simply not having enough inodes to go as high as cpio is asking.
Try # df -i to see the largest inode number each of your
filesystems can support.
