adduser missing from control panel?

My tech support gal does all my stuff like adding users. After I installed
5.2 she claims the ability to add users via the control panel is no longer
there. I tried and could not find one either. She really like the GUI method
since she is not much on command line stuff.
Can anyone tell me where it is or are we just crazy?
