If this seems odd it may help to remember that, technically, rm does
not delete files.  It only removes the link to the file from the
directory involved.  Then, if there are no other links to the file
and no process has it open it is deleted.

This may seem like nit-picking, but I think it is helpful to
understand that the behavior is not an arbitrary decision, but a
logical consequence of the Unix file system design.
