POP3 Mail server with dynamic IP?

Is it possible to set up a POP3 mail server using a dynamic IP.  (Not using
a service like DynIP or Monolith)  I downloaded 'qpopper' and compiled it
last night.  I then added it to my /etc/inetd.conf file.  My mail client
(Microsoft Outlook) can successfully check for mail, but I can't get any
mail to the server.  I tried using addresses formatted like:

test@192.168.1.1
test@20x.117.153.24  (My dynamic IP from my ISP)

When I telnet into the mail server, there is a message saying that there is
new mail in /var/mail/spool/root.  I would really like to get my local mail
server working without needing to get a static IP from my ISP.  Any
suggestions?
