Here is where it is:

This is how it's named:
dmos219b.zip
This Doom/2 is still a beta, using sound can still cause unexpected TRAPs;
however, since it seems to be on the net, here are some tips:
When you rename PMSND.DLL to PMSND.ORG, you have no sound but
Doom/2 1.9b will be more stable.
Watch out with gsrvinst.exe, it also replaces your SVGA.EXE,
if you run OS/2 with a videodriver that replaced your SVGA.EXE.
Please backup your SVGA.EXE before running the GameServer
Installation app, and after running GSRVINST.EXE, copy your SVGA.EXE
back to the \OS2 directory.
Also it's possible to use Doom2 wads, just copy the doom2 wad in the Doom
for OS/2 directory and put -WARP 1 1 in the parameter field of the
program object which means that Doom/2 starts instantly in level 1.
This is needed since Doom/2 1.9b can't find the demo in the Doom2 wad yet;
if you do not use the -WARP 1 1 with a DOOM2 wad Doom/2 1.9b will not run.
If you find Doom/2 slow just add -turbo 200 (max. value is approx. 450)
to the parameter field of the Doom for OS/2 Warp program object.
When you have problems switching Doom/2 to full-screen mode
with ALT+HOME just use the HOME from the numeric keypad instead of
the HOME next to INSERT.
