IBM has officially released FixPack 17, as described in the following file
available from the IBM PSP support FTP server at:
ftp://service.boulder.ibm.com/ps/products/os2/fixes/v3.0warp/english-us/xr_w

Please be sure that you are using the most current version of the Corrective
Service Facility Boot Diskettes ("kicker" diskettes), which should be at
release F.127 level. These are available, as indicated, from the same FTP
site.
FixPack 17 contains code which enhances the flexibility of OS/2's input
processing. This code, referred to as the "SIQ fix" or "SIQ feature", is
DISABLED by default; instructions for enabling it are in the text files
accompanying FixPack 17.
As with any large-scale system change, "the usual precautions" should be
observed:
- Read all documentation supplied with the FixPack.
- Run CHKDSK against all partitions before starting installation.
- Make sure you have a current backup of your system before starting the
FixPack installation.
Oh, yes... you can expect service.boulder to be running a bit slower than
usual for the next week or so (;-).
While you're visiting service.boulder, stop off at the /ps/products level
and pick up a copy of PSPROD.TXT. This will give you a list of the current
service levels for all PSP products and how to obtain them.

Download the files with file type ending in BIN as BINARY to your PC. Use
LOADDSKF to create the diskettes from the images.
