COOA: Ban on TIAC.net

I am implementing a ban on TIAC.net news servers. TIAC.net users who wish to
read comp.os.os2.announce should arrange an alternate feed. There are free
news services such as www.dejanews.com www.zippo.com or check lists at
http://www.yahoo.com/News_and_Media/Usenet/Public_Access_Usenet_Sites/
TIAC does not remove USENET spammers who spam directly from TIAC servers nor
those who spam indirectly. pamann@tiac.net has spammed this group and
thousands of others repeatedly with links to TIAC hosted pages which bring
up graphics of graphic sexual acts, and TIAC says since the PoP and News
servers involved were not TIAC controlled the spammer may continue to keep
the spamvertized pages on TIAC.
According to Gierth's spam cancel statistics TIAC has been the DIRECT source
of ~ 200,000 USENET spams in May. TIAC topped the abuse lists in both April
and May spam origination statistics according to Gierth. I have never seen
TIAC take action on spammers other than "warning," and recent posts from
major spam cancelers seem to have similar experiences. There are renewed
calls for a UDP (USENET Death Penalty against TIAC). IMHO TIAC is rogue, and
although this ban affects a frequent poster to this group I feel it is
appropriate.

Note: I am not banning users at TIAC from posting to this group, I am
