FAQ: The REXX FAQ - it's back!

After a long dormant period the Rexx FAQ is available once again. This time
it's on the Web so it will be easily accessible all of the time.
I need your help to make sure it's accurate and up-to-date. What's there now
is what I got from Eric when he handed it over to me back in July. I know
there is some information there that is probably out of date or incorrect so
please send corrections, updates, and suggestions directly to me.
