ears the implosion of North Korea's impoverished
state and the regional instability that would cause far more immediate damage
than the North's nuclear proliferation and missile program. And China remains
wary of any enhanced U.S. involvement in its backyard."If anyone has real
leverage over the North Koreans, it is China," U.S. Director of National
Intelligence James Clapper told Congress Thursday. "And the indications
that we have are that China is itself rather frustrated with the
behavior and the belligerent rhetoric of ... Kim Jong Un."China's role in
containing North Korea is expected to be front and center when Kerry
arrives in Seoul on Friday. He then travels to Beijing and Tokyo. At
a meeting Wednesday in London, Kerry and Japanese Foreign Minister Fumio
Kishida "discussed the special role China can play in exerting pressure
on the North Korean leadership," according to a State Department official
who was present.Kerry, the official added, stressed the need to "change
the dynamic in North Korea, and he emphasized the importance of continuing
to put pressure on North Korea with economic sanctions." The official wasn't
authorized to speak publicly on the closed-doors meeting and demanded anonymity.Kerry
and the other foreign ministers from the Group of Eight industrialized nations
"condemned in the strongest possible terms" Thursday the North's nuclear
weapons and ballistic missile programs."They condemned DPRK's current aggressive

EL-ARISH, Egypt Armed Bedouin tribesmen briefly abducted a Hungarian member
of the multinational observer force in Sinai, releasing him around two hours
later after tribal elders intervened, a security official said Thursday. An
official with the force confirmed the kidnapping of the Hungarian who was
traveling Thursday in a bus from el-Arish in north Sinai to Cairo,
a regular trip members of the force make to the capital. The two
officials spoke on condition of anonymity because they were not authorized
to speak to the media. The security official said the elders secured the
release of the force member by mediating between the tribesman and the
government. The kidnappers were demanding the release of a member of their
tribe arrested earlier on drug-related charges. The official said authorities
promised they would review the case of the arrested tribesman, but that
they have not released him.It is rare that members of the 12-nation
force stationed in the Sinai are abducted by local tribesmen, although they
have attacked the force's buses and headquarters. The largest contingent
in the Sinai force is American.Bedouin tribesmen often briefly hold tourists
to pressure the government in negotiations over the release of imprisoned
relatives. The clans in Sinai have long complained of discrimination by the
state, and mass arrests in the area after bombings in 2004 and
2005 only further poisoned relations between residents and authorities.

Obama supporters."It's a song," Carney said. "The president's not communicating
with Jay-Z over this trip."Several Florida lawmakers had lashed out at the
couple, and the administration, over the trip. U.S. law bans tourism by
Americans to Cuba, though there are exceptions for certain cultural trips.Sen.
Marco Rubio, R-Fla., said in a statement earlier this week: "U.S. law
clearly bans tourism to Cuba by American citizens because it provides money
to a cruel, repressive and murderous regime. Since their inception, the
Obama Administration's 'people to people' cultural exchange programs have
been abused by tourists who have no interest in the Cuban people's
freedom and either don't realize or don't care that they're essentially
funding the regime's systematic trampling of people's human rights."The
Treasury Department clarified in a letter earlier this week that the couple
traveled to Cuba under an "education exchange trip" organized by another
group. The department said it handles authorizing these trips.

of the family members' visit, saying, "I'm a parent, a grandparent ...
and I had to do something."Said Toomey: "Criminals and the dangerously mentally
ill shouldn't have guns. I don't know anyone who disagrees with that
premise." He said that expanding the checks wasn't gun control, "just common
sense."The agreement makes it all but certain that the Senate will reject
a conservative blockade and vote Thursday to begin debating Democrats' gun
legislation. Besides broader background check requirements, the bill would
also toughen laws against illicit firearms sales and provide a small increase
in school security aid.Underscoring that the fight was far from over, NRA
spokesman Andrew Arulanandam said the organization opposes the Manchin-Toomey
accord. The group, which has fought most of Obama's gun proposals and
claims nearly 5 million members, said the focus should be on improving
