in first place. State media reported that Berdymukhamedov
won the race. The horse also fell, but quickly got up, showing a
slight limp. Berdymukhamedov, however, lay motionless. Within seconds, several
dozen men in dark suits and one in traditional garb including a
high white sheepskin hat rushed onto the track, and an ambulance soon
arrived. The man who shot the video spoke on condition of anonymity for
fear that divulging his name could have negative repercussions on his livelihood.
He said the president reappeared about half an hour later to accept
the winner's prize about $11 million.State TV showed the president
accepting the award, which he said would be used to improve Turkmenistan's
horse breeding. The choreographed winning of the race the nearest
challenger was obviously throttling back his mount in the home stretch
the media censorship and the reported tough security response at
the airport all reflect Turkmenistan's two decades of stifling authoritarianism.Since
becoming independent in the 1991 collapse of the Soviet Union, Turkmenistan
has been an extreme example of a one-party state. Its first leader, Saparmurat
Niyazov, developed a pervasive personality cult that included renaming months
of the year after his family members. He also mandated that all
schoolchildren study his rambling spiritual guide and once claimed that
reading it three times would guarantee the reader a berth in heaven. Some
of his measures verged on
an eagerness to play around without
knowing what exactly to do. The lesson: Read the directions.Tap the touch-sensitive
temple piece or simply tilt your head up and the screen activates,
displaying the time and two words: Ok Glass. Speak them aloud and
the voice-activated device gives you a menu with a few simple options:
Google, take a picture, record a video, get directions, send a message,
make a call, hang out.Ask the device to Google something and, thanks
to a Bluetooth link to your smartphone or the built-in Wi-Fi, it
will search the Web almost immediately. I tried Googling the length of
the Golden Gate bridge (8,980 feet), how to say I love you
in Japanese (Watashi wa anata o aishite), and checking the weather (No,
it isnt raining in New York, the weather is 58 and clear). The
future is a robotic voice literally telling me to skip the raincoat,
apparently.Pictures with Glass are reasonably good; it has a 5 megapixel
camera, comparable to that of a newish smartphone. Thats not the greatest
quality, but it works. I immediately found myself wanting to edit images,
crop out the backgrounds and boost the colors. You can do that
all on Google+, of course, but theres little interface directly through
Glass itself. The real charm of Glass comes in sharing, however, not touching
your temples. Glass integrates deeply with Google+, which youre probably
a member of already, like it or not. Its no Facebook, sure,
but it does have tens of mill

<p style="font-size:xx-small;"> March 12, 2013: This photo shows the air traffic control tower at
Chicago's Midway International Airport.APWASHINGTON Transportation Secretary
Ray LaHood has assured lawmakers the Obama administration will prevent the
closure of 149 small airport towers as well as end furloughs of
air traffic controllers nationwide as a result of legislation passed by
Congress, according to officials involved in negotiations on the bill. The
disclosure came as senators sought signatures on a letter to LaHood saying
that that their support of the legislation "was based on the understanding
that the contract towers would be fully funded." In all, 149 towers
are ticketed for possible closure beginning June 15 as the FAA carries
out its share of the $85 billion in across-the-board budget cuts that
took effect in March at numerous federal agencies. The letter said the towers,
which are staffed by employees under contract to the FAA, are a
"vital public safety and economic development asset for dozens of communities
- many of them rural - in every corner of the country."
It was circulated by Sens. Jerry Moran, R-Kan., and Richard Blumenthal,
D-Conn.The developments coincided with congressional passage during the
day of a follow-up bill that fixed a stenographic error in legislation
that cleared late last week. It was designed to give LaHood flexibility
to shift up to $253 million among various accounts to "prevent reduced
operations and staffing of the FAA," b
the court fight.Lowering
the age limit "may reduce delays for some young women but it
does nothing to address the significant barriers that far too many women
of all ages will still find if they arrive at the drugstore
without identification," said Nancy Northup, president of the Center for
Reproductive Rights. The FDA said the Plan B One-Step will be packaged with
a product code that prompts the cashier to verify a customer's age.
Anyone who can't provide such proof as a driver's license, birth certificate
or passport wouldn't be allowed to complete the purchase."These are daunting
and sometimes insurmountable hoops women are forced to jump through in time-sensitive
circumstances, and we will continue our battle in court to remove these
arbitrary restrictions on emergency contraception for all women," Northup
said.Half the nation's pregnancies every year are unintended, and doctors'
groups say more access to morning-after pills could cut those numbers. The
pills contain higher doses of regular contraceptives, and if taken within
72 hours of unprotected sex, can cut the chances of pregnancy by
up to 89 percent. The FDA had been poised to lift all age
limits and let Plan B sell over-the-counter in late 2011, when Health
and Human Services Secretary Kathleen Sebelius, in an unprecedented move,
overruled her own scientists. Sebelius said some girls as young as 11
are physically capable of bearing children, but shouldn't be able to buy
