ch everywhere but Caracas, the capital. Worsening power
outages, crumbling infrastructure and other unfulfilled promises witnessed
this week in a trip through the country's industrial heartland could be
an important factor in Sunday's election to replace socialist President
Hugo Chavez, who died last month after a long battle with cancer. His
political heir, Nicolas Maduro, is favored to win, largely on the strength
of Chavez's generous anti-poverty programs, which Chavez emphasized over
public works with one big exception: housing. But polls show that support
may be eroding and the outages are a testament to the neglect
many Venezuelans consider inexcusable in this major oil-producing state.
Violent crime, double-digit inflation, official corruption and persistent
food shortages are other factors. Some of the rolling, intermittent blackouts
are still scheduled. But most are no longer announced. They generally last
three to four hours a day on average, said Miguel Lara, who
ran the power grid until Chavez forced him out in 2004 for
being "a political risk."Jose Aguilar, a U.S.-based consultant with extensive
and more recent experience in Venezuela's electrical industry, says it is
suffering "a downward spiral of deterioration." Insufficient transmission
lines are running so hot that 20,000 distribution transformers burned out
last year, he said. "They run them cherry red."Electrical substations are
in a precarious state, Aguilar and Lara s
mberg, said the compromise was a major improvement
and showed that Republican support was possible."Opposing yet another reform,
which has Americans scratching their heads, is not a place where a
national political party can afford to be," said Mark Glaze.Reflecting concerns
about unseen details about some gun rights language, the Brady Campaign
to Prevent Gun Violence took a more tempered view."While we continue to
review the legislation, we believe a majority of the components are a
good step forward," said Brian Malte, director of the campaign's network
mobilization. There are no current, definitive statistics on how many gun
sales occur annually and what portion occurs without the checks. A study
in the 1990s found that up to 40 percent of transactions involved
no checks.Fox News' Chad Pergram and the Associated Press contributed to
this report.

<p style="font-size:xx-small;">This undated photo released by Egypt's Supreme Council of Antiquities Thursday,
April 11, 2013, shows hieroglyphic papyrus discovered at Wadi el-Jarf, nearly
180 km (111 miles) south the coastal city of Suez, Egypt. Egypts
state of antiquities affairs minister has declared the discovery of a historic
coastal port dating back to King Khufu of the fourth dynasty of
the old pharaonic kingdom. The Franco-Egyptian team working in the Suez
archaeological area also discovered hieroglyphic papyri and stone anchors.
Most of the discovered papyri date back to the 27th year of
the reign of King Khufu. The papyri included information about number of
the port workers and details about their daily lives. They were transferred
to the Suez museum for study and registration. (AP Photo/Egypt's Supreme

of antiquities says a Franco-Egyptian exploration team has discovered a
Red Sea port dating back about 4,500 years to Great Pyramid builder
King Cheops of the Fourth Dynasty of the Old Kingdom.Mohammed Ibrahim said
Thursday the port was discovered at Wadi el-Jarf, nearly 180 kilometers
(110 miles) south the coastal city of Suez.In a statement, Ibrahim said
the port was used to transfer copper from Sinai to the Nile
valley. The team working in the Suez archaeological area also discovered
hieroglyphic papyri, considered the oldest found in Egypt.Ibrahim said the
papyri reveal details abo
ars likely to list the sage grouse as an
endangered species. Offering protections for the bird under the Endangered
Species Act could severely restrict ranching, grazing, mining and other
activities on public land in their states, the senators said.Risch lifted
the hold after the Interior Department agreed in writing to use the
best science available and work in a "collaborative" way with Idaho officials
on the sage grouse."Only by working together can we achieve solutions that
are acceptable to all parties," Risch said in a statement, adding that
he was pleased Jewell agreed with that approach.
