occasionally sneaked into and around a Texas fertilizer plant in the years 
before a massive, deadly explosion   sometimes looking for a chemical 
fertilizer stored at the plant that can be used to make methamphetamine, 
according to local sheriff's records.Sheriff's deputies were called more 
than 10 times to West Fertilizer in the 11 years before an 
April 17 blast that killed 14 people, injured 200 and leveled part 
of the tiny town of West, according to McLennan County sheriff's office 
files released through an open-records request. Multiple calls involved 
suspicion that anhydrous ammonia was being stolen.The records portray a 
plant with no outer fence that was a sporadic target of intruders. 
Law enforcement was occasionally called because someone had noticed the 
smell of gas outside or signs of an intruder.Anhydrous ammonia is a 
fertilizer that is a frequent target of burglars trying to manufacture methamphetamine. 
In the right conditions it can be flammable or explosive, though that 
is nearly impossible outdoors. However, a leak of the gas could create 
a potentially fatal toxic chemical
 is family.Friday is Ricardo Portillo's youngest daughter's 
16th birthday, and the family was planning to leave on vacation Thursday, 
Johana Portillo said. Instead, they have set up a bank fund in 
case their father dies."If my dad doesn't make it, we want to 
make his last wish come true," Johana Portillo said. "To see his 
family again."She said his sisters are trying to come from Guadalajara, 
Mexico. The referee hadn't seen his sisters in the 16 years since 
he moved to Utah."It's just not fair," said Johana Portillo, holding back 
tears. "This person caused us a lot of pain. I want justice 
for my dad, and we're going to get it. ... If he 
spends time in jail forever, it's not enough. They are not going 
to bring my daddy back."

attorney's office for Kansas released it Thursday."Kansas may not prevent 
federal employees and officials from carrying out their official responsibilities," 
Holder wrote in his letter. "And a state certainly may not criminalize 
the exercise of federal responsibilities."Patricia Stoneking, president 
of the Kansas State Rifle Association, said gun rights supporters were prepared 
for such a response from President Barack Obama's administration. The president 
has sought new gun control measures since December's deadly mass elementary 
school shooting in Newtown, Conn.The Republican governor is a gun rights 
supporter, and the measure passed the GOP-dominated Legislature by wide 
margins. Kobach also is a Republican."I think the people of Kansas are 
going to back this up," Stoneking said. "Probably thousands of grass-roots 
citizens are all in."Brownback said in his letter to Holder: "The right 
to keep and bear arms is a right that Kansans hold dear."The 
governor added, "The people of Kansas have repeatedly and overwhelmingly 
reaffirmed their commitment to protecting this fundamental right."The Kansas 
law is modeled on a 2009 Montana law that is being reviewed 
by a federal appeals court, and Alaska lawmakers approved a similar measure 
last month. Alabama, Missouri and Oklahoma lawmakers are considering similar
