a bid to stop the Federal Aviation Administration from going through with 
furloughs set to kick in this weekend, echoing the claims of congressional 
Republicans that the agency could have found the savings elsewhere.The suit 
comes after FAA Administrator Michael Huerta testified Thursday that the 
public should expect flight delays as furloughs take effect Sunday for air 
traffic controllers. He said FAA officials could find no other way to 
cut $637 million from the agency's budget as required by the sequester.But 
two airline trade associations and the Air Line Pilots Association said 
Friday they have filed a lawsuit asking a federal court in Washington 
to block the furloughs.The groups joined congressional Republicans in arguing 
that the FAA was acting inappropriately. While the FAA announced Thursday 
it was moving ahead with furloughs, the Transportation Security Administration 
announced that it had found ways to avoid them.Sen. Tom Coburn, R-Okla., 
said Thursday that the FAA "has made zero effort" to avoid the 
furloughs."The FAA's decision is a dangerous political stunt that could 
jeopardize the safety and security of air travelers," he said in a 
statement. The FAA has estimated there could be flight delays of about 
90 minutes du
 g released, and that only low-priority individuals are given a reprieve. 
The administration also issued a directive allowing some illegal immigrants 
who came to the U.S. as children to stay.Critics, though, warn that 
legalizing the millions of illegal immigrants already in the country without 
establishing a strict system of interior enforcement will allow the problem 
to fester all over again.While the path to citizenship and other provisions 
draw the most scrutiny from congressional Republicans, the nearly 900-page 
bill contains a number of other measures -- including a new system 
of temporary visas for low-skill workers and expanded visas for high-skill 
workers.The bill, unlike the recently stalled gun control legislation, comes 
out of the gate with prominent bipartisan backing. Rubio was one of 
four Republicans drafting the bill, and some other Republicans have expressed 
a willingness to consider an immigration overhaul, with the goal of leveraging 
the immigrant workforce to help the economy and cutting red tape.

agency has unexpectedly resigned, suggesting tensions among the organization's 
top leadership, diplomats said Friday.The move by IAEA Assistant Director 
General Rafael Mariano Grossi comes at a critical time for the International 
Atomic Energy Agency. It is the outside world's only window on Iran's 
nuclear program, which some nations fear is close to the ability to 
make atomic arms   a goal Iran strenuously denies.IAEA inspectors monitor 
Tehran's known nuclear facilities including its expanding uranium enrichment 
program, which Tehran says is meant only to produce nuclear power and 
for other peaceful uses.  But the United States, Israel, their allies 
and other nations fear the Islamic Republic could use the technology to 
make the core of a nuclear weapon.The agency also is trying to 
kick-start a probe of suspicions that Iran has secretly worked on developing 
nuclear weapons after more than five years of stagnation. Iran denies such 
work and says the allegations are based on falsified intelligence from Israel 
and the West. The two sides plan to resume talks on the
