billion.The Heritage report did not delve deeply into the benefits of all 
these regulations, though suggested the administration has exaggerated those 
numbers. The analysis said the "particulate matter" pollutant EPA often 
cites is already subject to EPA regulations, calling the claimed benefits 
of additional reductions "speculative."
Vice President Biden and Secretary of State John Kerry hailed the courage 
and dedication of U.S. diplomats slain in the line of duty as 
they led a memorial service on Friday to honor those killed in 
last year's terrorist attack on the American diplomatic post in Benghazi, 
Libya and an April roadside bombing in Afghanistan.Amid persistent Republican 
allegations that the Obama administration is trying to cover up the facts 
around the Benghazi incident, Biden and Kerry told the families of the 
fallen that they should be proud. They paid tribute to Benghazi victims 
Chris Stevens, Sean Smith, Glen Doherty and Ty Woods, as well as 
Anne Smedinghoff, the young foreign service officer killed last month in 
Afghanistan.Also honored was foreign service officer Ragaei Abdelfattah, 
who was killed in Afghanistan last year while working for the U.S. 
Agency for International Development. The names of those six, along with 
diplomats Joseph Fandino and Francis Savage who were killed during the Vietnam 
war, were added to memorial plaques at the State Department as its 
employees celebrated Foreign Affairs Day.These are "eight people who dedicated 
their lives to service and, to a person, each one sought out 
the most difficult assignments," Kerry said at the ceremony. "They understood 
the risks and yet they still raised their hands and said: `Choose 
me."'Biden echoed the sentiment and noted that most Americans do not understand

<p style="font-size:xx-small;">MEXICO CITY  Mexico's governmental rights commission says 84 journalists 
have been killed in Mexico since 2000, and 20 more have disappeared 
since 2005.The National Human Rights commission says there have been 39 
attacks on journalists' offices or equipment since 2005.Only 12 cases have 
resulted in convictions, meaning 91 percent have gone unpunished.The commission 
said Friday that charges have been brought in 15 other cases, but 
the cases were apparently either dismissed or are still in trial.The commission 
said the largest number of attacks have occurred in Mexico City, Veracruz, 
Chiapas, Mexico State and Chihuahua.The agency called on the government 
to investigate the crimes, because impunity encouraged further attacks.

Carney said Biden continues to play a leading role in the gun 
control effort. He reiterated that the administration would continue to 
press for legislation and suggested lawmakers who opposed the last version 
would feel public pressure."In the end, senators who voted against the overwhelming 
will of their constituents may reconsider if they hear from those same 
constituents and hear how important these common-sense measures are to them," 
he said.The Obama-supporting Organizing for Action is working hard on the 
sidelines to apply that pressure. That group's home page, as of Friday 
afternoon, featured a sign-up for a petition supporting legislation.The 
lead post on the page claimed that poll numbers for lawmakers who 
opposed the legislation last month have dropped."Want proof that what OFA

background checks are getting their poll numbers back since that vote-and 
they're not subtle," OFA claimed.But even Sen. Pat Toomey, who was a 
critical supporter of the compromise amendment that ultimately failed last 
month, claims Congress does not have the stomach for gun legislation any
